It's becasue the "Any play may activate this ability" caluse lets anybody use it (if it were restricted to opponens only then you would'nt be able to use it yourself, not that it would come it in any game I'd ever play) normally cards like this would grant the effect to the creatue, but the effect had to be on the aura so it remains functionally the same (for cases where you might cast Humble on the creature or saomething) Basically just another card with ardwards prinded wording making the oracle text even worse.

Confusing and useless! Fallen Empires to the max! Later, in Homelands, they simply did away with the confusing part of the design and stuck with useless.
There are a pile of blue cards out there that do a better job of tapping down a creature, but what I like is how this thing compared to Control Magic which was in print at the same time... Yeah...

Um... Wizards? That's not what 'any player' means. That's what 'enchanted creature's controller' means.

Why is this rated so low? It isn't bad at all. Permanently Tap something unless your opponent pays its mana cost 3 times? Pop it on a titan or something equally large and you probably wont have too many worries for a couple of turns

Pretty complex for a common, a very clunky old mechanic. Nonetheless can still help lockdown the field...i guess. {2}{U}{U} is a hefty cost for the effect though, and at sorcery speed. Yikes. Although it's functionally slightly better with the proliferate mechanic, since you can pile on the 'net counters'
I enjoy that the original text refers to the enchantment ability as a fast effect.
