I remember making a DnD 3.5 Prestige Class based around this card. It could cast dominate person on people who were in contact with seawater.

But MAD fun!!!
And can do some sick things in a multiplayer game. Fun card is fun.

I love how her name and mechanics reference Rubinia Soulsinger. Not terrible, but in most cases Control Magic and Mind Control are better.

Tidal Warrior and Life Chisel with her made for a fun way to control, capture and life gain. Along with Lord of Atlantis, you had a means to Islandwalk.
