I think the limit was supposed to represent that Dragon Whelp was just that, a whelp. Other than flavor, there's no real reason.

Wheeeeee so cute! I don't normally like dragons on purely Vorthosian grounds, but this one is lovely. Helps that he's a fairly good card for a midrange red flier, too.

I loved my mono red Alpha/Beta deck that sported 4x of these wonderful uncommons and 4x of the adult-sized Shivan Dragon. It was my favorite deck, and I was known as The red player at the local game store. Good times.

I've never understood the limit on the Firebreathing effect for this card, otherwise, I've always loved this card, being an excellent flyer for Red.
