I think the normal cost was designed to be overpriced so that you would suspend it.

So after the time counters run out, and assuming you suspend this on turn two, you have a 4/4 flier on turn 6. That's not super amazing, but it's okay. If you didn't have any turn two drops then it's pretty good as you'll have had several turns to find a turn six drop.
In a normal deck, I'd say that while this card isn't terrible, Air Elemental or Djinn of Wishes are probably better.
Now if you have a deck built around this mechanic, with Paradox Hazes or Jhoira's Timebugs then this can be considerably better than either of the aforementioned cards. With Just Paradox, you'll have this out on turn five, with both you could have it by turn 4 and either way it comes out with Haste.
Like most seemingly worthless or superfluous cards, you just have to see the particular use.
