Unique in blue? No, just old-school. Prodigal Pyromancer was a direct reprint of Prodigal Sorcerer. Even named the same. See also:

Wow, this is actually really impressive. Firstly, it's a direct damage ability in blue, which is pretty unique by itself. Then consider that for 1 colourless more thatn Prodigal Pyromancer, you get flying and +1/+1. The morph ability is just the icing on the cake.

I like him! He is cute, a reference to a funny card in 7th, and the addition of morph makes him just quirky and cheap enough to work!
