@skyknight: what you're forgetting about is how Aether Adept says "bounce target creature" and this guy says "bounce target permanent". Comparing Unsummon to Regress, that difference should cost 2, bringing him up to 4UU. If you look at him that way, he's actually very efficent.

Oh gosh, something I only just realized moments ago:
An old card called Cloudskate looks exactly like this card and has Fading 3. This card meanwhile has Suspend 3. The "suspend" mechanic is supposed to represent various time-rifts displacing things from the past into the present. Therefore, it seems that retroactively the whole reason the original Cloudskate has Fading 3 is because after those 3 turns...it gets sucked into a time-rift and winds up in the future as this card! It's utter genius flavor-wise!
Things like this are why I love Magic. :D

Just the threat of this guy is enough to stall them. If their is nothing valuable to bounce, you could even bounce itself and suspend it again, or hold to hardcast. Pretty sweet for control decks, and possible in an aggressive deck.

For the record, Aether Adept costs 1UU, and is essentially this without flying or suspend. So, the suspend-less version of this would probably cost 2UU.

@ridiculousricky- correct.
This guy is reasonably costed,
but he doesn't compare very favorably with Venser, Shaper Savant.
Venser lacks Flying, but he costs 1 less, has Flash, and can bounce spells as well as permanents.
He's Legendary, and thus, you can't have multiples in play,
but he's also a Wizard, which means he can be bounced via Riptide Laboratory and re-used.
It would be pretty weird for Jace to summon Venser, though.
