NOT strictly worse than Storm Crow. Aside from my love of Melissa Benson's art, it's also a member of the highly relevant merfolk tribe, which has many lords and, as of Lorwyn, a quite a few "tribe matters" spells associated with it as well.

Pretty goofy, but not horrible.

Should be a 2/2 for 1Blue, but this was still back when most colors didn't have efficient creatures.
