You guys are forgetting the best card to pair this with: Wake Thrasher. 4th/5th turn unblockable Thrasher could deal at least 6 damage. Also, they now have legs so that they can print more of them. One of the problems with Merfolk was the flavor of how they fought, and probably caused wizards to explore other races such as Cephalids.

I think we'll have to get used to seeing Merfolk creatures with legs. They were allowed to exist in Lorwyn by giving them many streams to swim in, but that can't be done forever. Giving them legs above the water's surface outside of Lorwyn was likely a condition for allowing their future existence as creatures. They will probably still appear underwater with a tail on non-creature cards though.

A sovereign is a person that possesses supreme authority within a certian group. Perhaps this merfolk is somehow like a frog that has grown legs or something. All I can say is its he is pretty alright.

currently, there are 10 merfolk in standard, 10 that is it, this card is only good for keeping your merfolk out of fallout range and that is about it, if you even try for a mer strategy, we will see what we get in world wake, but I am not holding out much hope.
this is awesome in extended though, Arthedain named 5 awesome cards to make unblockable, although I prefer the make one of their lands an island and walk on their face (mers have legs, they can walk now (^.^) )
