Vicious Hunger is not better, its different.
This is more splashable and instant speed, whereas Hunger can't affect combat at all, is less splashable, but is cheaper overall.

@blindthrall - Actually I would pick this over Vicious Hunger because this is Instant speed, but really lets just cut into this card. The reason this wasn't used in vamp decks is because between Disfigure and splashing red for Lightning Bolt and Pyroclasm vamps didn't need this as removal.
Disfigure alone already does what this did, at a cmc of 1. Don't gain life? Who cares, that adds nothing to how the field is affected so extra mana for that is pretty much useless.
