i very like card with CMC UU adding a 'color flavor', or better, card with CMC UUU like Charisma... or BBB like Underworld Dreams with deep color concept.
i think we need more of those card, which make more sens than a light colored card with deep color concept like Everlasting Torment (with 3 effect, but only 1 colored B/R in his mana cost).
this one is strickly better than Maritime Guard, but he needs to play heavily blue or take some risk... but definitivly, 1/4 for 2 it's a novelty in blue... so it give a stronger option in standard to a player who want to reduce him or focus into a specific color...
a good suite to Kraken Hatchling... and i think his +1/+0 make him nearly equal to his predecesor... Easily 3.5/5.

Seems to me that "beast" is an unused creature type in blue. All wizards and drakes. Although a friend of mine has several Slippery Bogle in his monogreen beast deck.
