Make fun of the eel academy all you want, but baring a metal-crafted Auriok Sunchaser, this is the largest flier at common. If you want to beat him in the air, you'll have to get lucky opening an uncommon or rare, or equip a smaller one. Meanwhile, his heavy blue casting cost ensures its controller will be packing counters and equipment of their own.
Not a great card, but a solid threat.

Not as terrible as one might think. As mentioned already, it's a 3/3, and a flyer -- one can be snagged reliably in Scars Limited, in a format that 1. Has hardly any flyers and 2. has puny, puny creatures with puny statlines.
The card filtering is never unwelcome, either. Granted, it does suck in constructed, but it fulfils a very important niche in limited play.

During the old days of core sets, I d expect this card to show up in one (8-10). Nowadays, they care more about flavour, so I am afraid Sky eels are gonna disappear without anyone noticing (or missing) them.
