On constructed: If you're running red artifact hate, I think you'll reach for Manic Vandal or Oxidda Scrapmelter.
On limited: Wow. Some people really don't get it. Shatter has never been good in a vacuum, and never will. The whole point in reprinting it (both in Scars and the original Mirrodin set) was allowing it and its simple design to shine. And boy, does it shine. This is an easily first-pickable card in draft, no questions asked.

I would have to agree with Condor_96. Please stop claiming cards are strictly better or worse than other cards when it just isn't true. I agree that Shattering Spree is a better overall card, but claiming it is strictly better just shows you to be an inexperienced player. One extra mana for the speed increase may be worth it in some decks.
You could claim this card is strictly worse than Shattering Pulse, and that would be a better argument, since Shattering Pulse does everything this does at the same speed and cost, but with buyback potential. Of course, Shattering Pulse hasn't been playable in most tournaments for a long time, so even then the "strictly worse" argument is somewhat flawed.

I admit many many cards are better but this is a classic and is standard legal, and very well may be again after it rotates out. still good just not that good.
EDIT: as of now shatter is now strictly worse than ancient grudge

Great card in its time. Unfortunately that time is over, but I'm giving this a 4/5 for still being an MVP in Limited. Ancient Grudge and Smelt are strictly better alternatives, both of which are in Standard at least for the next six months.

@Dont - HELP. I have a huge problem. I read your comment and was like WOW that guy is so smart, but the DOUCHEBAGS that were running the prerelease wouldn't let me play my Ancient Grudge NO MATTER HOW MANY TIMES I TOLD THEM IT WAS BETTER. WHAT DO I DO?
