More comfortable than fireball when killing your opponent's two 1/1s or two 2/2s. or 3 1/1s. Or one creature.
Pretty much anything else? Might need to shape the battlefield with other burn spells.
It's not awful, but it's worse than fireball mostly because you can't hit the player directly.

Overcosted against multiple creatures, it's only redeaming feature is that it can hit untargitable creatures.

It's an instant so it is useable for some quick removal during an opponents turn
