Should read: "target player draws cards equal to the number of cards in target players hand" and it should be an instant. The first suggestion would make rebound a bit more funny and enables things like Underworld Dreams

Overcosted by one. In most situations, it's a Mind Spring you have to wait to get half of. Late game, if your opponent has 4 or more cards in their hand, one's probably a counter, so congratulations. It would work in a Winter Orb deck, except for the cost.

Pretty good with high tide even without untap-shenanigans. Turn 4, draw 3-4 cards and do 2-3 cards on the beginning of next upkeep. Is probably efficient.
Mind you WITH untap shenanigans this is godly. You'll basically draw 5-7 cards and kill the enemy that turn.

It's expensive, sure, but it's good against Spellbook, or Relinquary Tower and a ton's of drawing power deck. Actually, unless you can find some quick way to use up your hand when you do cast, this, Recurring Insight is actually ... not so good against Jin-Gitaxias, Core Aguar.
