What is so wrong with these balloons that the kid feels he must stop this transaction? Are they highly combustible? Filled with poison? You can't actually see the balloons, themselves, so maybe they are all Cosmic Larva?

The woman on the right has no balloons of her own, feels self-conscious at the sight of the other woman's balloons, and so pays up her hard-inherited cash to get her own balloons. Good scam.
Also, turning any spell into Jump isn't much of an achievement..
I've seen even Goblins manage similar..
