False. A spell or activated ability on the stack is controlled by whoever activated it. Sacndalmonger says 'Any player may activate this ability.'

That only works if your opponent controls Scandalmonger, otherwise you control the card and the effect is yours, even though your opponent paid the mana to do it
I am wrong, he is correct, this statement is not true, even though I dunno why they made it that way.
