If you want the destroy ability, the Eye works better. But this works better as far as the other mechanic goes.
With Eye your opponents can still trigger "When you play a spell" abilities. With this you can't.
This locks the board down, Eye does too, but its destroy affect may be limited (or hurt you more), and it still may not defeat your opponents abilities.
Personally I'd totally play free (via affinity) artifacts, in order to draw cards (vedalken archmage) even if they never actually make it into play.
Something to think about.

Use a shapeshifter of some sort, say Clone, hit the copied creature with Winnow. Now only you can use their cards.

To be fair, this might block a few Commander staples in huge multiplayer tables, once in a blue moon. Worth playing if you want your entire playgroup laughing at you.
In regular play... try it with Vesuvan Shapeshifter?
