Almost always better than Harmonize. Unless, you know, you're playing blue and somehow played this card. If you're playing green and are having trouble getting mana/creatures, maybe you should go home.

It's alright in token decks or decks that animate their lands in some way. In other decks though...
When does it draw you a lot of cards? When you have a huge army. But if you have a huge army, why didn't you win yet?
And, think about it, when does a green creature based deck needs cards most? After a board wipe, or when it's creatures died in some other way, so the pilot of the deck can play more creatures. But that is also exactly the point when this card does nothing.
So... good for tokens and land animators, bad in other decks.
I disagree a bit with Kirbster. Harmonize costs 4 instead of 6, and it always draws you cards. That is a huge plus. Also, harmonize gives you a nice boost just when you played your lands and might otherwise run out of steam. It's a great midgame card. This one is more of a late game card.

Shouldn't that be Collective Subconscious? Collective Unconscious sounds more like Sleep.

"Almost always draws more cards than Harmonize."
I fixed this for you. Majinara is correct, imho. While creatures and mana is not at a loss in green decks, the fact that both usually rely on have dudes out makes this card only situationally better than harmonize.
Harmonize costs less, so we can assume you can either play it earlier, or have mana left to play the cards you just drew. At more on this card, that same may thing may not be true.
Also, as Majinara pointed out, after a wipe would be a great time to draw cards, and with harmonize you can. After a wipe, under most circumstances, this card would not draw anything.
This is still a good card, however, and def deserves a place in green EDH decks. Even if not a token-based deck. Drawing cards in edh is a good thing, and as long as you can draw, let's say, 4+ cards (sure can draw 4 cards for 5CMC, but that is and this is . 6cmc to draw 4 in seems fair to me), this would be worth casting...
