I actually like this with Knowledge Pool and Grand Architect. It can keep your hand full so that you can work the Pool.

Do note, "At the end of turn" makes this a lot better. Your opponents who'll abuse this get their rewards when the Horn gives, damn it!

Do also note, it technically turns all your spells into cantrips for 1 extra.

Do also also note, it costs 6. You might want to play something more... immediate for that mana. Like Consecrated Sphinx? Probably not comparable.
