i think the functionality of the card is great, yet the cost isn't.
you most often won't want to spend 9 mana to get a duplicate of a creature card you were required to keep on your hand.
of course the effect is reusable, but it's still quite expensive considering the limited use.
you'll preferably use Citanul Flute unless you want to fetch some big guys - and even then the flute might still be preferable since it does not have any requirements in order to get the card.
