I hate the tension between the abilities. If you have a great spell in your hand, of course you want it to cost 3 less, but then you don't want to accidentally roll planeswalk instead and lose the doubling benefit. If you don't have a decent spell in hand and just want to leave, then rolling the chaos is useless. It isn't good when rolling the planar die isn't all upside for the person rolling.

@Etsap: I couldn't disagree more. So much of the Risk vs. Reward gameplay that made Magic so interesting in the past is being replaced with your vision of "all upside" nonsense that makes for absolutely no significant decisions when building a deck. Cards, such as this one, that offer great power with an associated risk, are much more interesting than cards that simply say "Creatures you control get +1/+1" or "Copy each instant or sorcery you cast" and such.
Besides the more interesting mechanics and choices involved with using this plane, it really fits the Izzet guild flavorfully. Why choose an old reliable Steam Maze that simply copies your spells when you could possibly blow the place up while trying to increase efficiency? The Izzet are always blowing themselves up in pursuit of greatness, why should visitors to their Steam Maze be any different?
