The only nice thing to say about this card is that Venerated Teacher almost gets him to his max level. Otherwise...meh.

At least he has "better than fear." Not much will be blocking this guy after you invest 13 mana in him.

Obviously this guy isn't designed for Constructed, and isn't first class in Limited, but I don't see why it gets such a low rating.
If your opponent doesn't play much black, then they'll probably be forced to deal with it sooner or later. Also, having something to cast on turn 1 is usually a good thing. Granted, you might be spending 13 mana just to get it Narcolepsy'ed, Oust'ed or even Defenderized, but it's much better than casting a 2-drop 2/2 or 4 drop 3/3 which is more or less irrelevent for the remainder of the game when your opponent has something fatter.

Leveling up is an option, obviously you only level up when it makes sense to. You don't need to totally rely on levelling up your creatures when you have something else better to play. Which is why I like the new mechanic in this set.

in limited: gets dropped with unused mana on turn 1, 2, or 3 -> gets leveled on turn 4 -> rather similar to a 4 mana 3/3 haste. That's good in limited.

and of course he's got turbo mode in his back pocket.

Not a terribly great card, but channeling spare mana into this for three turns with a hyper-aggro deck can give you a 5/5 nigh-unblockable creature, which for Black to do is rather nice.

What surprises me is the fact that Null Champion has a significantly better rating than this... though I can't knock a 7/3 zombie with regenerate. Then again, the Warrior creature type doesn't have a whole lot of synergy besides red/green Morningtide cards, so I guess the difference is just tribal support there.

I'd have liked something like "Zulaport Enforcer can't be blocked by white creatures." for level 1 and 2 to fill in that white space for some additional flavor, but then again it's just a little common that does not necessarily need to make games more complicated by changing each time it levels up.

not a bad card necesarily in limited. i needed something to fill a slot in my curve, and decided to run him. he took a game for me when it was deadlocked. the levelers come in handy when the going gets late and you have mostly played your hand. you can pour mana in to him to kill by his lonesome in 5 turns if your not going against black
