For five mana and double-red, i don't see what problem Wizards had to let this card not simply destroy any land.

Not a very good card. It would have been nice if it were a Trap with a conditional cost too. Maybe "If an opponent had both an Artifact and Land enter the battlefield this turn.. pay RR"

It's not meant to enable straight LD strategies, but rather to take out utility lands (I think one or two were printed in Zendikar block). In a slower format, like Zendikar Limited or EDH, it's not a bad utility spell; it's card advantage in red.
