Kryptnyt, you miss the point. Against a blue, black, or blue/black deck (where the creatures are more focused on their abilities than being durable), reliably getting new creatures can be a big advantage. Not to mention that this is one spell to sneak through all those counterspells that can yield a lot of power down the road.Especially with Overrun effects.
That said, 3.9 may be a bit high of a rating, as it is right now...

Why is this rated so high? It's trash. You get 1/1s. Sometimes. Getting three 1/1s from a four mana enchantment doesn't sound like a 3.7 to me at all, more like a 1.5.
The whole point of a color hate card is to be super good against those colors. See Boil or Justice. This card struggles to even return its own value.
