The art is great; very misty and atmospheric.
It's just a shame these lands took three turns to make even one mana....

May I ask for a version of this kind of storage land that comes into battlefield untapped, or something like this:
Tap: Add {1}
Tap: Add 1 counter
{1}: Remove X counters...
However, I quite like this version nonetheless. It can be abused with proliferate or some untap effect like Tidewater Minion or Ral Zarek (it's a kind of effect that seems quite uncommon, actually...)
4/5
Edit: @ patronofthesound:
mirrodin's core
Not quite the same but much better
Except it's not better: it's totally another thing. Mirrodin's core is useful for mana fixing, but it can't store counters to ramp. Two different uses. I'm not saying that Mirrodin's core is a bad card, I'm saying that it's not what I'm looking for...
One day, I would really like to see the Time Spiral storage land (Dreadship Reef and the like), but in enemy-color pair!

Could definitely be useful with cards that proliferate, such as Steady Progress or Inexorable Tide

Mercadian Bazaar, Saprazzan Cove, Subterranean Hangar, Fountain of Cho, and the green one...
vs.
the older cards--
Dwarven Hold, Icatian Store

Great card with Stormtide Leviathan; casually speaking of course. It can sit around in early-game while you charge it up, and drop some awkward blue fatties (Stormtide, Inkwell, ect) while leaving your islands open for counterbounceing
