Not awful, but having to pay mana really makes it bad. Without the cost it at least would have been mediocre but as it is, I'm not sure anybody ever bothered with this one.

If you play intelligently you pretty much give all of your attackers first strike.
Why? Because with mana open and high enough power attackers, your opponent has to sacrifice creatures to block them because you *will* pay if he does. The threat of paying is 95% of the effectiveness of this card.
That said, the fact that Field Marshal just *gives* all of your creatures first strike makes this not terribly useful.
