Legends was an odd set -- its cards were all over the place in terms of balance, it was way before we had a proper color pie, and it had a few ideas that just didn't work.
But at the same time, it had a lot of good ideas (legends and multicolored cards, of course, but also the origins of shroud and the like.)
This is one of those oddball cards that still the seed of a good idea in it -- even if the effect eventually became white and got improved a bit.
Anyway, this really doesn't fit black at all -- it's almost entirely defensive, since it still lets the creature block. In fact, it's even more defensive than the actual pacifism-style effects white eventually got.
