She's been surprisingly pleasing as a commander in EDH. She gives access to the earlier green faeries as well as the current blue ones to go faerie tribal. In addition, you can Control Magic other players' commanders and beat them with them.

I was waiting for somebody to say it! Could it be that the artist used her as a reference or something?
Anyway, as for the actual card mechanics, it's an interesting one. Costs more than Merieke Ri Berit, and unfortunately has a slightly worse ability. Possibly quite good as an EDH general, if you want that kind of ability in those colors.

To destroy creatures: Rubinia Soulsinger + Altar of Dementia.
To return creature to opponent's hand: Rubinia Soulsinger + Erratic Portal.
Also you can just control a creature that has a nice hability and use it, like Aura Thief or Reya Dawnbringer.
