@achilleselbow on a side note, back then flying wasn't considered 'ungreen.' The color on this one doesn't seem random at all.

Legends was designed by two guys who were friends with the original Wizards founders. It was later developed by the east coast playtesters under a really tight deadline so they didn't get to smooth out all the weirdness. The two designers didn't really know much about the color pie or many of Richard Garfield's fundamental theories about the game. The gold Legend cards came from their D&D characters. That's why many of the abilities and colors seem random to us today. They were just some dudes making some cards that they thought would be fun.
The references on the wikipedia page for Legends link to a few articles about how the set was made, if you want to read some Magic history.

Take a look at Word of Command if you think this is the worst art ever.

@achilleselbow :: This one has an ability that matches it colors as do many others.

With all of these Legends, it seems like they just spun a roulette wheel to randomly assign colors to each one. Not one of them has an ability that matches its color.

Without the flying and without being a Legend, he could have been monogreen, been 3/3, and not required a mana cost to use his ability.

@caldur06: Go ahead and take a look at Aven Trooper.
I like how the mana cost for this was errata'd.
