This doesn't target because it doesn't use the word 'target'. Great card which reflects Green's hatred of flying creatures and Wrath of God.

ok, so if I had a creature out that I cast say "Zephid's embrace" which gives target creature flying and shroud (cannot be the target of spells and abilities) would whirlwind be targeting it and therefore could do nothing to the creature?
