"This card is a staple against Honden of Night's Reach, nullifying the entire effect of it."

Except that you've lost your draw step. Most players like having that step available to them.

Tibalt, the Fiend-Blooded's best friend. It definitely helps his +1 out. Definitely has it's uses in other spots too. 4/5

Good for commander, since you can only play one Reliquary Tower and one Spellbook. May as well play Tamiyo, the Moon Sage, a random Graceful Adept, or Praetor's Councel, but they cost way more than this...

A casual Tibalt, the Fiend-Blooded miracle-popping deck. I can't see the scheme being good in a legacy tournament.

Windfall/Jace's Archivist/Wheel of Fortune/Time Twister

Screw up your opponents strategy while you assemble all the pieces for yours.

Mwahahaha >=D

"If an effect causes you to discard a card, discard it."

Nice wording you have there, Wizards.

if you're just looking for an infinite card plot go with reliquary tower

The trick with cycling does not work, because the discard is part of the cost, not an effect :(

But would be a nice trick
