This might actually be better than Decree of Pain. You don't lose your creatures and you won't be overwhelmed with cards. Usually with DoP I draw way too many cards and end up having to discard. But on the other hand, if it's a duel than you might only draw 3 cards or so. I dunno, I'd probably choose this one. The table advantage is way too good.

Why? Plague wind is (somewhat) better in a multi-player game. This is better in singleplayer.

Keep in mind the weaknesses of this card:
-You HAVE to draw cards (occasionally bad)
-They may regenerate
-You target an opponent (vulnerable by mass removal standards)

That said, this is still totally awesome. Nice thing about drawing cards is running into living end, living death, or other mass removal if you still need it.

@iSlapTrees: I think you misread opponent's as opponents'. The problem with this in multiplayer is the risk of getting targeted yourself after having drawn so many cards and pretty much taken a player out of the game. Your friends might thank you for killing off the most dangerous player at the table, but are just as likely to just gang up on you afterwards because, with all the cards you've drawn, you've just become the new major threat. For multiplayer, I'd recommend Plague Wind. While it doesn't draw you cards, it at least gives you a solid board advantage so you can better defend yourself.

This card is the definition of devastating. Potentially ridiculous card advantage and one-sided wrath 6 mana is a game winner easy. Glad I've never had this used against me.
