In a red/blue, this is a great fuel can for bringing heat/direct damage.

Holy crap this is amazing. Cast at the beginning of a crucial turn to deny almost any opportunity for a play-ending Instant. Even better now that mana burn is gone.

If they tap their lands in response and don't use the mana then you still get the mana cause the drain power basically gives you their mana pool. But if they do use it you're outta luck.
Overall pretty good card. Forces your opponent(s) to use an instant or counter or risk being tapped out until their next turn. Both of which help you out!

use it with teferi ... during your turn and that will make sure that you would be able to use all there lands;)) with quicken or leyline of anticipation.. this enables you to delay 1 turn of an enemy providing they don't have counters and if you have instants you might want to use it too!!

Ugh! This card would be disgustingly good if mana still dealt damage in excess... Oh well. Certainly a good way to empty a counter-happy friend's mana pool.

This doesn't shut down your enemy Blue player, it just forces them to use their instants before you get their mana. *Shrugs* Bad card, really.
