If you use potato chips (the card does say "chips") and the chip in question is crushed into lots of smaller chips while on the Cyclone, I suppose that would increase the amount of damage it does? For that matter, it does "one damage per chip" not "per chip on Cyclone" according to the original wording, so if you have a bag of chips it might do dozens of points of damage. A funny card if read literally!
As for how it actually works, it's rather powerful over time and is a very unusual power for green to have.

I'd rather have a definite damage card in Hurricane or the sort for g, but it could have been ok at some point. It feels to slow and weak early on, and then hard enough to get rid of if you fall behind on life.

So in layman's terms, the textbox should read:
Cumulative upkeep
Whenever Cyclone’s cumulative upkeep is paid, it deals damage equal to the number of age counters on it to each creature and each player.

To whoever said this is the predecessor to cumulative upkeep; the upkeep cost on this card is NOT cumulative as cumulative denotes that the upkeep doubles each turn, am I correct as to the definition of what "cumulative upkeep" is? The upkeep cost on this card works within both odd and even numbers. The upkeep of this card is actually not that bad. Think about this in a FFA game with multiple opponents by the time you get this out and after 4 turns you have dealt 10 damage to each player and topping out over 4 damage at that point 4 damage to each creature a total of 4 damage effectively destroying mid level creatures. Only two more turns (6 turns of counters) to deal 21 damage to all players. CoP: Green.

@RAT666: You're entirely wrong. Cumulative upkeep puts one age counter per turn, then has you pay the cost a number of times equal to the number of age counters. This could be errata'd to cumulative upkeep were there not some cards that interacted with cumulative upkeep in particular.
