I don't know about constructed but I played this guy at prerelease and one game it drew me 5 cards. It's easily splashable, and if you're running things like giant growth or thunderstrike your opponent has to decide whether to let you draw cards or take out a creature with a battle trick. Chandras outrage was also really good with it, clear a creature, deal 2, then attack for another 1 and draw a card to replace the outrage you just used. Draw engines are important in general, and I like how easy this one is to splash with only 1 blue.

Funny how Ophidian is worse than this, yet rated higher at the moment. This is definitely useful for a common.

To those talking about Ophidian's (formerly) higher rating, remember that Ophidian is from Weatherlight and only reprinted in a duel deck; many people will judge it in the context of that era's generally much less powerful cards. Remember, Serra Angel, while never quite Baneslayer Angel in relative power, used to be awesome; now it's a 5¢ trash card. Plus, there was a long time when in Mono-Blue, the 'Phid didn't have any competition; Scroll thief had to compete with the (IMO) vastly superior Thieving Magpie since day one and will always be rated as such.

And over time, as more ratings came in, this one pulled ahead of Ophidian by a bit. As it should be.

He is like cheaper fallowsage! His stats are pretty good, and he is reasonably cheap. Drawing cards forever is pretty sweet. Really good with Merrow Reejerey and Merfolk Sovereign to create a path.

I like this card! works well in a merfolk or rouge tribal deck, both of which have lots of tricks to get their damage in. Many times, I end up drawing several cards per game that I get this 3mc common creature out.

Scroll Thief+Merfolk Sovereign=2/4 unblockable merfolk that lets me draw a card with each swing. I want four of.
