This card is so ridiculously good for blue, I wasn't playing blue back when it first came out and using it now in m11 it's really good. I tried jace's ingenuity first, but instant speed is only good in a draw go counter spell deck. If you're not playing a lot of counter spells then foresee is 10x the better draw spell. Nothing is better than drawing exactly the card you need at any time you need it. Crystal ball and foresee is also totally nuts. Scry 6, move out cards you don't want to draw, then draw 2 cards.

you get to dig six cards so if you're desperately trying to pull off some combo this is a good option. in fact, it's TWICE as good at digging than jace's ingenuity, and it costs 1 less.

Preordain's older brother (sister?). Combo decks and Control decks love this card. Ramp likes it, too.
As a budget MTG player, I've searched SCG for the best draw card spells and this one was one of the best, IMO. It's rarity ensures that casual players can afford this without breaking the bank.
It's casting cost ensures you're not heavily committed to blue, you don't get mana screwed, and it can be splashed.
It gives you a huge advantage in the mid-to-late game when you know what cards you'll need and what cards you won't.
Could potentially put you quite a few turns ahead of your opponent because you've filtered out useless cards while your opponent might end up drawing lands or useless stuff that results in a dead draw.
If you put 4 cards on the bottom of your library then drew 2, you just went 6 deep into your library, which is a huge advantage. (Do the math: that's at least 10% of your deck, usually 12% or 15% by the time you cast it).

I should grab some of these. The digging means you'll get your land drop (if you don't have it) and clear the way of up to 4 other lands or useless cards before making your final decision. Many decks have no idea how screwed they are or if it's a god-hand sitting right there; blue (especially with a card like this) does.
