Rise of the Hobgoblins is usually better, but this being red allows it to be in EDH decks that Rise can't (Wort, Boggart Auntie), and being a sorcery allows it to be Twincast and the like.

4 mana for a 1/1.
5 mana for two 1/1s.
6 mana for three 1/1s.
7 mana for four 1/1s.
So inefficient, and an overall weak card. Maybe with goblin chieftain and 6+ mana, so yeah could have its uses. Still, no thanks.

Very pricey, although it has obvious potential for goblin decks. Combined with some kind of mana drain or sacrifice and you could have a small army on your hands. If you''re running black red you could try Spoils of Evil

@HairlessThoctar: You could play the Rise in a B/R deck. It takes hybrid W/R mana, which you could play as red mana, same as the Offensive.

@RunedServitor: I believe HairlessThoctar is correct. The color identity of Rise of the Hobgoblins (regardless of what is used to cast it) consists of all colors represented by the hybrid. So Rise of the Hobgoblins is a Red/White card and as such can't be used in a Wort, Boggart Auntie deck.

While I prefer Siege-Gang Commander to make lots of goblins, this fits perfectly in a funny flavour text deck alongside Ib Halfheart, Goblin Tactician, Wave of Indifference, and Misguided Rage.
