The name reminds me of Lucretia Crescent from Final Fantasy VII.
The artwork reminds me of the Evil Queen from Disney's Snow White.
The stats remind me of Chimney Imp.
That's three reasons to chuckle when seeing this card.

Maybe you just actually played Riven Turnbull, and you only have one blue mana left, and your opponent plays some devastating spell. You can tap her and your Island and, boom, Counterspell!
Yeah, I'm not sure why they made this card either. At least it's better than a vanilla legend.
