At worst, it's the best Counterspell bait in the game. Because no blue deck will ever let this resolve. At best, it resolves and target blue deck loses the game.

most legacy decks right now can operate on very few lands(canadian thresh) or no lands!(dredge)..so while being a powerful mana denial card, it doesnt see play in legacy these days..
its fun to use it in casual though, because no one is expecting it..

Re: The artwork, I think that the Orb stops everything that comes near it from moving, and something already touched the Orb and is a skeleton underneath it. This polar bear has now found the Orb and is about to touch it, or bite it, or play with it, meaning it will suffer the same fate.
