Unfortunately there probably isn't a way to fix this without a power-level errata. Seems like it would be better to print a new card instead, something like:
Until end of turn, you may force opponents to tap lands they control for mana.
Until end of turn, you may use mana in opponents' mana pools to cast spells.

That gets around them tapping out (since you could then access the mana), and shouldn't cause collisions, since the player with priority during putting a spell/ability on the stack (i.e. paying for something) is the only one who can use mana from a pool.

Price of Glory is neatly phrased to make this not work with it, sadly. Still, a cool card that didn't see much print time and is valuable for it.

But yeah, it should have split second so you get priority again after it resolves (I think...?)

They should add errata to this card so it's actually usable as it was intended. As it is, it's just a worse Mana Short. They should add text along the lines of "At the end of this step your opponents lose life equal to the amount of unused mana in their mana pool".

This might be the hardest hit card of all with the removal of mana burn. It now should read "Tap all lands target opponent controls." Fun! not...

Mana abilities don't use the stack, even if it did have split second, it wouldn't matter, and unless you're playing with idiots, you won't get any mana either way. xD
Also, price of glory is worded to work with this well, after the removal of mana burn, it's one of the only reasons why someone would let you use their mana.

You mean two mana and a card. That's a somewhat higher cost. Combined with the fact that you really don't know what you're getting with this card (you opponent can even tap his lands in response (and maybe take mana burn)) makes this a very balanced card that is more likely weak than strong.
