Mons is a real person who worked with magic when it was just made. He loved goblins so much (don't we all) that they named this after him. He now works as a playtester for future magic sets to make sure no new cards being made will break the game when the set is released.

Like Merfolk of the Pearl Trident, this passed as a one-drop in Alpha, but more useful one-drops have been printed since them, especially among Goblins...

There was a time where printing a 1/1 with no skills was not terrible. Goblin King would give this guy some time on the field, which is likely why he has no skills.
