So, so, so much weaker than the good schemes.
Smacking each opponent for 3 is completely irrelevant, and gaining ~10 life is a lot less worthwhile than affecting the board, especially when some of the other schemes you could be playing are so hilariously powerful.
They could have easily have made it 5 life per opponent; I'd still be sad to flip it instead of behold the power of destruction, all in good time, tooth, claw, and tail, into the earthen maw, every last vestige shall rot, which of you burns brightest... the list goes on.
Cool flavor though.

I don't think it would be a waste for a 6 point life swing for free. It just wouldn't be as powerfull is all.

Arg, can't believe I'm losing to these 5 heroes... down to 13... next swing will... MUHAHAHAHA! Saves me all the time.

And then they liked this effect so much that they printed Blood Tithe.

great if you're playing against 3 or 4, kind of a waste if you're down to just one opponent.

It's not as powerful an effect as some other schemes, but it certainly has some things going for it. It's never a dead draw, and it gets more powerful the more opponents you have. It's most useful in a burn deck. With 3 opponents, say, you have to deal 60 damage as fast as possible, and this is 15% of that for free.
