Back when Planeshift was new, a couple of people in my casual play group were playing a U/B control deck which included this, Warped Devotion and Megrim as a wacky win condition. The rest of it was centred around counter, bounce and discard spells - and of course, the Invasion block included neat things like Recoil. It was very slow but because the average skill level of the group wasn't so high, it didn't do too badly.
Of course, this was an era in which Tranquility was a staple card and Tranquil Grove was part of the core set. Once the mono-green beatdown players of the group figured out what to do, it was curtains for the poor old Sunken Hope deck and Blastoderm returned to being the dominant threat in our small group.

Great card in combo with sage owl or anything with abilities on cast, and against white control decks.

My Ninja deck likes the look of this card. I can bounce one of my ninjas for semi-surprise Ninjutsu attacks, or just bounce an Ornithopter or something.

This card is beautiful in creature-sparse decks with countermagic and/or discard, but also in creature strategies with "enter the battlefield" effects, such as Ninjitsu and Haste. Echo cards like Avalanche Riders can also get ugly quickly with the assistance of this card.
