*"HEY EVERYONE!! Consecrated Sphinx here letting you know that you ought to DRAW YOUR LIBRARY!! DRAW YOUR LIBRARY!! DRAW YOUR LIBRARY!! Start today for only 6 mana to DRAW YOUR LIBRARY!!"*
MetaViolence's comment if friggin Hilarious.
I don't know about the rest of you but I need to get on ebay soon and get some of these 'cause I kind of want to just draw my library.... you know, during a game, just pick up my library... and call it my hand. Just like that. just be like "Hey y'all this is my hand now".
The drawing should not have been a may-effect. I have gotten to be an old-fashioned Magic player that fondly looks back on the days when I had to keep from getting burned to death by Black Market. Cards should elicit more responsibility on their controllers.

On the question of "if two players have this out and one draws, what happens," each player draws multiples of two per card their opponent just drew until one decides not to draw any more. I think WotC anticipated the problem, since the text is "you may draw two cards," so basically you draw until one decides not to draw. However, the choice for each card an opponent draws is binary: 0 or 2. So if you draw 1, your opponent draws 2, you 4, them 8, you can then draw 0, 2, 4, 6, 8, 10, 12, 14, or 16 but not 1, 3, 5 etc.
The really crazy thing about this card isn't just the ability on its own, which is great, but how badly it breaks so many cards. Any card you opponent plays with the word "draw" suddenly becomes a dead weight, since it actually puts them at a disadvantage (and god help them if they're running Brainstorm). Unless your opponent is running cards that say "put into hand," Archmage Ascension, or heavy discards, there's liter... (see all)

With Words of Waste out as well as this, you can effectively force your opponent to discard every single card they draw. And you are still drawing a ton of cards.

Quintessential blue; you've already stalled the game this long, might as well slap'em in the face by never letting them get the hand advantage again. When you're already winning there's no such thing as overkill.

@MagictheGaythering
I have never before in my short life had the pleasure of witnessing an individual mix up the "Legend Rule" with mythic status and then proceed to insult someone else's intelligence over the matter. The fact that card advantage as a concept seems to elude you is icing on the cake.
And while I applaud you for realizing the obvious fact that removal can instantly stop this major threat, it is also important to note that this beast happens to be in the color most famous countering and disrupting other player's plans. Seeing as how they'll be drawing a good deal more cards than you, chances are they'll be ready for whatever removal you're cooking up if you fail to take this thing out as soon as it hits the battlefield.

@DoomPie: it should also be noted the guy's name is MagicTheGaythering. Honestly, he can't be expected to be the sharpest tool in the shed.

Target your opponent with a big Blue Sun's Zenith with the Sphinx and Jace's Erasure on the board. Tapping out with this the turn after the Sphinx hits (assuming you hit your land drops) results in:
They draw 4, then mill 8.
You draw 8.
And that's with only 1 Erasure out. The great thing is, the Blue Sun reshuffles so you don't loose a single card.

Has anyone looked at the synergy between this and Psychosis Crawler. That and he kills the down side of Jace Beleren, +2 ability now reads: Your opponent draws 1 card and you draw 3 cards....
