Just to clear up what happens when you and your opponent each have one in play:
His draw step, he draws a card. This triggers your sphinx.
You draw 2 cards when it resolves. His sphinx triggers twice.
He draws 2 when the top trigger resolves, triggering yours twice.
The stack now has his, yours, yours. (bottom to top)
You draw 2 when the top resolves, triggering his twice again.
The stack now has his, yours, his, his. (bottom to top)
He draws 2. (his, yours, his, yours, yours)
You decline to draw any more cards.
You decline again.
He draws 2 more cards. (adding 2 more to the stack)
You decline again.
You decline again.
You decline a third time.
He draws 2.
You decline.
You decline.
You notice you have a Leyline of Anticipation on the battlefield and cast Monomania....

Remember this gives you a +2 even if they Wrath it or Jace it.

Absolute lunacy. It's as if they didn't even try to playtest this thing. Why, sure, getting 2 extra cards a turn for free with a 4/6 flyer for 6 makes complete sense! Stupid good in Commander where it is more likely to come into play, be protected, and also be abused in silly combos. Of course, since it is a Mythic Rare, this is all perfectly excusable... right...
