People keep talking about this killing tokens. At 7 mana, it's suboptimal for just a token wipe.
What this DOES do, I might point out, is make everything 4/4 and under lose to a 1/1 token, for as long as she's alive. It DOES mean that not just tokens, but all creatures with a toughness less than 2 (i.e. MOST of them) can't enter the battlefield at all. So no Hypnotic Specter, no Grand Abolisher, no Sage of Epityr, no Kavu Predator, no Ball Lightning...what's more, stuff that does damage to everyone (Pestilence is what I think of, though I'm sure there's abundant Modern examples.) becomes totally creature-wiping to opponents and easily survivable for you.
She IS expensive. I'd definitely recommend resurrecting her early on if able. Hilariously, the iconic Resurrection is legal in Modern (thank you Timeshifted).

A lot of people are talking about how great an answer she is to tokens. This is very, very true, but she is also just as good with tokens on your side. I run her as an EDH general in a token creation deck and she works wonders. Wipes out any opponent's weenies, then swarms over them with hoards of formerly 1/1 tokens.
She is particularly great because you can play her and immediately kill your opponent's creatures and get the boost on your attack that turn. Even if your opponents have an answer to it at instant speed, they still lose their smaller creatures. That kind of utility is important if you are running a 7 CMC mono-color general.
As for flavor, oh god she is amazing. White taken to its most extreme and malevolent. I was so sick of seeing the same old mean black and righteous white cards. The art is stellar too, beautiful and elegant but disturbingly macabre, exactly what I would hope for in a white phyrexia.

One of my favorite cards ever printed. I love everything about this, especially the incredible artwork that manages to be both elegantly beautiful and disturbingly creepy. I was lucky enough to open one and she has massacred many a swarm ever since.
Tournament value? I haven't seen any yet, but who knows what innistrad may bring. It is obviously a graveyard-related block, so reanimating her quickly might be something we experience often come september 2011.
One final note: does anyone look at this card and see foreshadowing of a war between phyrexia and the eldrazi? From the ability to the flavor text, i think i have gained future sight.

...I like how some of the Praetors were given a sort of arbitrary ability that happens to match their color nicely. Elesh : Vigilance. Jin-Gitaxias : Flash. Etc.
It's also fun seeing everyone who cracks one of the Praetors go look up "praetor" and "cenobite" and "augur" and such in the dictionary. Praetor is an awesome creature type. And the titles given to each Praetor actually fit their color identity remarkably well. Congrats to WOTC for really nailing the New Phyrexia flavor :)
