drains all opponents mana for you! all u need then is a card with x damage or something to maximize the effect...

This card is made better by the M10 rulings (no more mana burn) since you take whatever is in their pool, and, if you can't use it all, it doesn't adversely affect you.

Because there is no longer mana burn, what is to stop a player from tapping all avaiable land in response to this, leaving zero mana for the Drain to utilize??

@MightyWhitey: Because they would still have to spend the mana in order for you not to get it. Even if they tap the lands in response, the mana is still floating there when Drain Power resolves, and it is drained into your mana pool anyway. If they have a mana sink, however, they could spend all that mana before it resolves, effectively nullifying the Drain Power.

Omnath, Super Locus of Mana!
Use this in a BG deck against another BG green deck with Omnath, Locus of Mana on their side of the board; and on your side of the board, have Mirror Gallery and another Omnath, Locus of Mana(or three) out; play one of your three Drain Powers. Then add a little trample and/or death touch with a sideboard of lifelink ...and... voila.

Epic Experiment, Genesis Wave, Street Spasm, maybe some weird combo with Hypersonic Dragon...No matter how you look at it, this is a good card. If nothing else, you could untap Basalt Monolith or charge up one of your Trigons.
