If you're playing a blue land destruction deck, you're doing something wrong.

I'd almost always play Psychic Venom over this card

Water magic draining mana from your enemy seems pretty blue to me.
Not the most useful thing ever printed. But in a deck built purely to annoy the *** out of other players, instead of actually winning the game, a few of these can come in handy.

It's not bad, just narrow. There is a deck type this was meant for.

This card is SO off color it isn't even funny. It's a terrible effect, anyway.

"Not the most useful thing"? This card is bad as hell.
Probably the worst land destruction ever printed.
It's off color, yes, but nobody would want to play a RedRedRed Stone Rain which won't take effect until waiting for your opponent's turn at first, and even then he/she can still decide to pay 1 or 1 life to stafe off the loss for another turn.
Just a horribly bad card. 0,5/5

People ran this with winter orb back in the day, because with the orb it basically read, "UUU destroy target land."

Amazing how a previously worthless card like this one now becomes potentially interesting with Theros's Devotion, eh?

This is a pretty bad card actually!

So basically, your opponent either has to let the land go or pay 1 to keep it around.

Not exactly threatening, especially since they can pay a single life and keep it around for almost forever.
