Sphinx or Fiction, and it's not even a 6/6! Fact or fiction might not be the greatest effect on turn 7, and neither is a 5/6!

Good lord this artwork is epic. I like the effect, and a 5/6 flier is pretty beef but...I don't know, seems a little pricey to me. I think it would have been better at 4U and 2, or top 7 cards instead of top 5.

You can do all the math you want, it still doesn't change the fact that this guy is a 7 drop, and currently that's not good enough for Standard right now, especially because that means he has to contend with the Titans, which come out a turn ealier and can survive a fight with him. I like that older mechanics are getting some love, and perhaps he'll be playable when everything rotates.
That said, I love him and he's in my Mimeoplasm EDH deck, alongside Fact or Fiction.

In a set with Lavamancer, Goblin Grenade, Demonic Tutor on wings, and a REPEATABLE WINDFALL ON LEGS.

Not quite as stupid-good as the Demon+Demonic Tutor that appears in this set (since this version of Fact or Fiction cannot be cast as an instant since it is attached to the creature.) Still, this thing is GOOD. It's a Mahamoti Djinn with Fact or Fiction attached for 1 colorless, basically. I see this getting plenty of play in Commander.
Also, much like the Tutor-Demon, this works well with effects that let him keep re-entering the battlefield, like Venser.

Potentially even better than Fact or Fiction in EDH. Three extra mana for a solid creature that goes great on a Mimic Vat? Sounds like a fantastic deal in slower formats.
On the other hand, the lower CMC and instant speed of FoF means you get a better chance of doing something fancy with the rest of the mana on that turn, maybe with one of the cards you get, and maybe on your opponent's turn. And for better or for worse, the sphinx is less prone to fancy schmancy redirect effects. Though if you're using one you might want to use the other, so you might not even have to choose between them.

Hmm, if I think about cheating this in play with something like Polymorph, then a lot better creatures come to mind... And hardcasting this is in mono blue is pretty absurd.
It feels as though at 7 cmc, you should cast something else that actually wins you the game instead of draws you a few cards. I would personally perfer Consecrated Sphinx over this since you can pull off a lot more tricks and potentially draw more cards.
