Not alot of comments on such a popular card. No love for the fallout I guess. Well I love you fallout. Unless I'm sitting across from you.

Perfect card. All you need in a board sweeper... anything bigger than 2 damage is what spot removal is for. Says not so fast to ww and can stop decks like boros/kuldotha in their tracks. Goodbye earthquake.
"if this card did 3 damage instead of 2, it would be better than Urza's Rage as opposed just 'as good as'."
lolwut? oO

Great card, has saved me several times from goblins and aggro decks. Instant speeds gives it a nice versatility and 2 damage kills a lot of creature types. (Elves, Goblins, Etc...)

Volcanic Fallout is the best at what it does, simple as that. It can find a use even when it doesn't come up against mass token decks or counter decks. Sure it's ineffective at a certain point (protection from red, multiple intangible virtues out, creatures that want to be killed, etc.), but then all cards are. When it does shine though, it makes its mark. In a minority of situations, Slagstorm is going to be better (you need to do 3 damage to every creature instead of 2, or you need only to damage players). Otherwise, the instant speed on this is far superior. And icing on the cake? You can redirect the damage to planeswalkers.
(And if you want to get around creatures with protection abilities and 3+ toughness, Sudden Spoiling.)

If they reprint this again, it will be Fallout 3. Fallout 3 is a great game. Therefore this card is great. QED.
DacenOctavio: green cards hit the face. Tarmogoyf's the best beater in town.

Redirect *this*! This is often sideboarded in extended against Faeries, however it's a primary target for Duress, Inquisition of Kozilek, and Vendilion Clique.
The color pie and you:
White cards hit the board, blue cards hit the stack, black cards hit the hand, red cards hit people, and green cards don't hit because it's not nice.

This card was really aimed at reducing Faeries' dominance, yet, despite it being extremely powerful, it wasn't quite enough.
